Then you can use their name or title like a civilized person. Otherwise, it is problematic, because strangers require a higher level of politeness and none of the second person pronouns are considered all that polite.
Ideally, you should just avoid using the word "you" if at all possible. You can usually drop the pronoun when asking a direct question. Did you drop this? This is a common question.
The short answer is "don't use either one, but if you can't avoid it, anata is less rude. If I translate the page, all the terms end up being translated to "you" and thus no longer give any useful information! I would default to anata unless you know someone's name. Kimi seems to be a bit of a minefield and can come off badly if used in the wrong situation.
